It looks like Sportspickle.com got their hands on Roger Goodell's official flowchart for generating penalties and fines, because this pretty much sums up the process as most see it.

even that ridiculous chart isn't ridiculous enough! if there was any kind of written/scribbled down formula, then there wouldn't be SOOO many contradictions to date.
For the record, I'm still going with the 'South Park bank bailout' method.
